**IMPORTANT INFORMATION:**
This position require military membership in the Puerto Rico Air National Guard (PRANG). If you are not a military member of the PRANG (i.e. member of the PR Army NG, civilian, active duty Airman, prior service, Airman member from another state, reservist, IRR, State Guard, etc.), you must contact the ANG Recruiting and Retention Superintendent (RRS) Office at (787 787-289-1400 Extension 1713 or (787) 529-6740 to request the PRANG Military Basic Requirements (MBR) Certification. Instructions to request such certification are available at https://www.pr.ngb.army.mil/hro/If the MBR certification is not submitted, your application will not be screened.
**AREA OF CONSIDERATION:**
**Area 1 =** Permanent technicians Enlisted members currently employed in the Puerto Rico Air National Guard.
**Area 2 =** Enlisted members of the Puerto Rico Air National Guard and personnel that meet all requirements to become an Airman in the Puerto Rico Air National Guard. (This position requires Air National Guard membership).
First round consideration will be given to Area 1 Candidates **(Area 2 Candidates will be screened only in the event that there are no qualified or recommended Area 1 Candidates).**
To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

### Responsibilities
As a TELECOMMUNICATIONS SPECIALIST (D1686000), GS-0391-11, you will plan and design the Information Technology (IT) networks and telecommunications required to support the ACS Weapon System, specializing in the interconnection and integration of tactical radar sites and other participants of the Weapons System, and to analyze, monitor, and optimize their performance, security, and capacity during peacetime and wartime operations. Performs duties necessary to provide information technology and telecommunications functions and services which support programs essential to Air National Guard daily operations, training, and readiness missions. Incumbent is responsible for planning and coordinating mission accomplishments and training requirements of functionally assigned guard member.
***Physical Demands:***
The work is primarily sedentary in nature. Occasionally the incumbent may transport light objects such as papers and books. No special physical effort or ability is required to perform the work.
**Work Environment:**
The work is performed in a typical office setting. Special safety precautions are not required.

**CONDITIONS OF EMPLOYMENT:
Failure to meet or comply with the following requirements will be basis for non-employment or removal from employment, as appropriate.**
* Males born after 31 Dec 59 must provide evidence of registration with the Selective Service System.
* Evidence of identity must be provided to comply with the Immigration Reform and Control Act of 1986 (PL 99-603).
* Acceptance of the position constitutes concurrence to wear the appropriate military uniform.
* Possess or be able to acquire a **SECRET** security clearance.
* Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
* Individual selected must enroll in the Department of Defense Direct Deposit / Electronic Fund Transfer Pay Program.
* Loss of military membership will result in immediate loss of your full-time military technician position.
* Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position.
C**OMPATIBLE MILITARY ASSIGNMENT:**
In order to achieve compatibility prior to effective date of personnel action, individual selected must be eligible for military assignment to a paragraph and line number in one of the following **AFSC 3D100, 3D190, 3D1X1, 3D1X2, 3D1X3, 3D1X4 OR 1C8X3.**
N**ote:** In order to qualify for above mentioned AFSC(s) you must comply with mandatory entry requirements contained in Air Force Manual AFMAN 36-2108, Enlisted Classification or AFMAN 36-2105, Officer Classification, as applicable.
**Individual selected for this position who is not qualified in one of the mentioned AFSC, MUST submit to HRO, before date of appointment, the correct military paperwork/application to attend the technical training school required to be AFSC Qualified. If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 days notice of separation.**

***GENERAL EXPERIENCE***: Experience, education or training which demonstrates the ability to understand, evaluate, and translate the needs of communications users into requirements, relate user costs and funding, and other supporting services required; identify and direct, or coordinate the actions required to provide needed services.
**SPECIALIZED EXPERIENCE****:**Applicant must **posses more than THIRTY-SIX (36) months** of specialized experience performing and supervising duties such as receiving information on computer and communication requirements needed; coordinating requirements with internal and external customers involved and analyzes, plans, and designs data, video and voice networks carried over various transmission systems such as multi channel satellite, troposphere scatter systems, Line-Of-Sight (LOS) RF radios, LOS laser radios as well as fiber optic and copper cable systems; developing communication plans, which includes but is not limited to: network priorities, network designs and configurations (IP addresses and phone numbers), secure and un-secure circuits, and equipment architecture and layout for employment of computer and telecommunications systems to support in-garrison and deployed operations; providing technical guidance and direction for different aspects of radio frequency spectrum analysis.
### Education
Study successfully completed in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for 12 months of specialized experience. Courses must be directly related to the work of the position. **Copy of student transcripts or training certificates must be included in order to receive credit for education**. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.
