Fort Buchanan is located adjacent to the city of Guaynabo and is approximately 4 miles from San Juan. The temperature does not vary very much as it is located in a torrid zone. The island of Puerto Rico is an U.S. territory and there are approximately 3 million habitants. Year round warm weather and constant warm breezes and access to beaches makes Puerto Rico a prime choice for vacationers.
**Important About this Position:**
In addition to the base hourly salary, this position is eligible for a Cost Of Living Allowance (COLA) of 3.66%
These are FLEXIBLE (Flex) positions. Flexible positions: 1)Serve on a schedule or as needed basis; 2) No upper limit to the number of hours; 3) Are not eligible for life insurance and health benefits; 4) No minimum workweek hours are guaranteed.
Work Schedule: Irregular tour of duty to include split shifts. Must be able to work in between the hours of 5:15 am and 6:30 pm. Must be able to work on irregular hours, evenings, holidays and/or weekends. Duties involve working both indoors and outdoors. Must ossess and maintain the physical ability to lift and carry up to 40 lbs., walk, bend, stoop, and stand on a routine basis.

### Responsibilities
This is a developmental assignment with mandatory placement FROM Child and Youth Program Assistant (Entry Level 2), Position Description # 19889 TO Child and Youth Program Assistant (Skill Level 3), Position Description # 19890 TO Child and Youth Program Assistant (Target Level 4), Position Description # 19891, upon completion of the prescribed training and qualification requirements.
Duties for these positions include but are not limited to the following:
* Serving as a Child Youth and Program Assistant in one or more Child and Youth programs.
* Maintaining control of and accounts for whereabouts and safety of children and youth ranging in age from 6 weeks to 18 years.
* Helping with preparing, arranging, and maintaining indoor and outdoor activity areas and materials to accommodate daily schedules.
* Supervising children and youth during daily schedule of indoor and outdoor activities and on field trips, outings, and special events.

5. Must possess and maintain the physical ability to lift and carry up to 40 lbs., walk, bend, stoop, and stand on a routine basis.
6. Incumbent is legally required to report all suspected incidents of child abuse/neglect.
7. Individuals who have been trained will be required to administer routine and rescue medications prescribed by a physician to children/youth, perform CPR and first aid, and provide a reasonable accommodation to children/youth with a special need.
8. Travel to on and off post locations may be required.
9. Schedule may include irregular hours, evenings, holidays and/or weekends. Duties involve working both indoors and outdoors.
10. Successful completion of training requirements within prescribed time frame and demonstrated on the job competence is required before non-competitive advancement to the next level of responsibility.
11. Effectively communicate in English (written and verbal).
12. Satisfactorily complete an employment verification (E-VERIFY) check.

**Entry Level 2**
Candidate must:
1. Possess a high school diploma or GED certificate.

**Skill Level 3**
Candidate must:
1. Possess a high school diploma or GED certificate.
2. Be able to communicate effectively in English, both orally and in writing.
In addition to be above, candidate must possess:
Three months of experience working in a group program with children or youth, **PLUS** Army or other military service Entry Level Training as evidenced by service-issued Certificate of Completion.
**OR**
Six months of experience working in a group program with children or youth, PLUS nine (9) semester hours of college credit with course content directly related to the age group to which assigned, for example: Child Development Centers: Early Childhood Education/Child Development, Elementary Education, Special Education. School Age: Elementary Education, Child Development, Youth Development, Special Education. Youth Services: Youth Development, Secondary Education, Human Development, Youth Program Administration, Recreation, Physical Education, or directly-related behavioral or cultural science (developmental psychology, child psychology/sociology, sociology of the family, gender identity, parenting. General psychology/sociology coursework is not qualifying). One year vocational certificate in child care or equivalent to other child/youth programs meets the intent of the education requirement
**Target Level 4**
1. Possess a high school diploma or GED certificate.
2. Be able to communicate effectively in English, both orally and in writing.
**AND In addition, candidate must:**
Possess 18 months of experience working in a group program with children or youth, **PLUS** Army or other military service Foundation Level Training as evidenced by service-issued Certificate of Completion. **OR** Possess 18 months of experience working in a group program with children or youth,** PLUS** an associate's degree or least 60 semester hours of college credit which included a major course of study (24 semester hours) with content directly related to the age group to which assigned, for example: Child Development Centers: Early Childhood Education/Child Development, Elementary Education, Special Education. School Age: Elementary Education, Child Development, Youth Development, Special Education. Youth Services: Youth Development, Secondary Education, Human Development, Youth Program Administration, Recreation, Physical Education, or directly-related behavioral or cultural science (developmental psychology, child psychology/sociology, sociology of the family, gender identity, parenting. General psychology/sociology coursework is not qualifying).
**OR one of the following:**
1. A bachelor's degree (must submit official transcripts indicating degree awarded) or at least 120 semester hours which included a major course of study (24 semester hours) with content as indicated above.
2. Possess and maintain one of the following directly related to the age group of the position to which assigned: Child Development Associate (CDA) Credential, Military School Age Credential, Army Youth Practicum, or other nationally recognized Youth Development Credential.
