### Summary

**AREA OF CONSIDERATION:** Current permanent OIG employees in the San Juan, PR local commuting area ONLY.

The employee serves as a Special Agent in the Office of Investigations (OI), Office of the Inspector General (OIG), Social Security Administration (SSA) with the responsibility for planning, conducting and coordinating extremely complex and highly sensitive investigations related to fraud, waste, abuse and mismanagement in Agency programs and operations. Investigative oversight includes wrongdoing by applicants, grantees, contractors, or by Agency employees in the performance of their official duties; and investigations of violations to Title 18, United States Code, which involves fraud; embezzlement; collusion; conflict of interest; gambling; use, sale or distribution of narcotics; and organized crime.

* Independently conducts extremely complex, difficult, and highly sensitive investigations into criminal and non-criminal cases involving persons and property under the charge and control of the Agency, pursuant to Agency legislation and regulations, and general policies and procedures. Extremely sensitive investigations may include violations of Standards of Conduct within the Agency involving high-level Agency officials.

* Conducts comprehensive research and analysis of cases to determine the applicable laws and the implementing regulations which were violated; and the proof required to support such cases and methods of obtaining them. Determines the most effective manner for planning, developing and conducting investigations and the additional resources required.

* Plans, coordinates and initiates contacts with Federal, State, and local officials; and other key officials related to matters under investigation for the purpose of obtaining facts, signed statements, explanation of actions, and to learn the sequence of events and background or related information that may be required.

* Plans and coordinates the investigative activities of lower graded criminal investigators assigned to assist on extremely complex and sensitive investigations. Provides technical information, advice and guidance on problem situations. Considers geographic and time distribution in order to validate allegations, gather evidence, and relate events to the milestones and critical points in the progress of the case.

* Advises Special Agent in Charge and Senior Special Agent on investigative activities and reports including direction and progress of investigation; significant findings and developments; problems or questions of evidence; testimony or law; and actions to be taken on other related matters.

* Prepares interim and comprehensive final investigative reports for prosecutive and management officials.Responsible for the coordination and integration of investigative findings to ensure clarity, accuracy, conciseness and presentation of sufficient detail.

* Possess and use bilingual skills to conduct investigative work with non-English speaking individuals.

Applicants will be rated based on the following knowledge, skills, and abilities:

* Knowledge of criminal investigative procedures and techniques.

* Knowledge of federal laws, regulations, court procedures, and rules of evidence.

* Ability to work with others, especially with federal, state, and local law enforcement agencies.

* Ability to communicate orally and in writing.

### Qualifications

Applicants must have 52 weeks of specialized experience at the **GS-12** level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience should include independently conducting routine to complex criminal investigations; conducting interviews of evasive or reluctant witnesses/suspects and verifying and corroborating information; conducting search and seizure and surveillance; controlling the chain of evidence; writing investigative reports; and testifying in court on criminal and/or civil matters.

**Also, applicants must possess an ability to communicate fluently, orally and in writing, in Spanish, in addition to English. This is a selective placement factor. Applicants must have 2 out of the following 3 experiences to qualify:**

* Experience translating written materials from English to Spanish and Spanish to English.

* Experience communicating orally as a liaison between English and Spanish speakers.

* Experience explaining technical concepts in both English and Spanish.

**NOTE**: Your resume must specifically address the experiences needed for each selective placement factor. This information is instrumental in determining the highest quality candidates to be referred to the Selecting Official.

**Qualification requirements must be met by the closing date of this announcement.**

**PHYSICAL EXAMINATION, MEDICAL REQUIREMENTS, DRUG URINALYSIS, PRE-EMPLOYMENT SECURITY CLEARANCE:**

Tentative selectee(s) must pass a pre-appointment physical examination. The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000 and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself or others is disqualifying.

Tentative selectee(s) will be required to submit to urinalysis to screen for illegal drug use prior to appointment unless currently an SSA employee occupying a position already in a random drug testing program. Appointment to the position is contingent upon a negative test result. After appointment the employee will be included in the agency's random drug test program.

This position is subject to the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968.

### Education

**SPECIAL REQUIREMENTS FOR THIS POSITION:**

Tentative selectee must pass a criminal records check and a credit check prior to receiving further consideration.

This is a critical-sensitive position. The selected employee will be required to complete a Standard Form 86, Questionnaire for National Security Positions, in order to have the appropriate investigation conducted, unless the employee has been previously certified eligible to occupy a position at this level.

The selected employee will not be made a final offer of employment until after we receive notice of the completion of a successful background investigation.

Selectee will be required to pass firearms qualification and may be required to carry a firearm. The selectee will be required to attend a course of instruction on the proper use of Oleoresin Capsicum spray (OCS), which is the oily resin of pepper. This instruction includes being exposed to OCS so that knowledge of its effects can be gained.

This position is covered by the special retirement provision for Federal Law Enforcement Officers (FLEO). Selectee without previous FLEO service must be at least 21 years of age and not yet 37 years of age or older on the date of appointment. This requirement does not apply to preference eligible veterans.

Selectee newly assigned to the Criminal Investigator position MUST successfully complete the 9-week Criminal Investigator Program training course at the Federal Law Enforcement Training Center (FLETC), Glynco, Georgia.

Some travel is required and a valid state driver's license is required. Selectee must sign a mobility agreement to accept relocation to other geographic locations if required by the agency.

### Additional information

Position to be filled under the provisions of the Management Officials Promotion Plan. The best-qualified list for this vacancy may be used to fill the same or similar positions in a component(s) under the same Deputy Commissioner. Additional selections may be made within 6 months of the date the best qualified list is issued.

**LOCALITY PAY:** Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay.

**Selectee will receive Law Enforcement Availability Pay (LEAP) in the amount of 25% in addition to the salary listed.**

**OTHER NOTES:**

Relocation expenses will not be paid.
